Overall role
Represent the development of project to produce and/or to supply the imported green H2/MH3 produced globally, as well as the power generation out of green H2/MH3.
In development phase, responsible for the development of the project up to the Final Investment Decision building up project maturity in terms of project environment, design and project preparedness, including financing arrangements.
In execution phase, required to build relationships widely with project partners, vendors, off-takers and relevant Government stakeholders including METI, to create and execute a country-level business plan for build-out of portfolio of large scale supply chain projects or power generation projects, in decarbonization of thermal power plants utilizing green H2 and NH3, with deep understanding on relevant regulations and market in Japan and other region, responsible for the delivery of the Project in line with the investment case and for the achievement of the Project objectives (HSE, budget, financing execution, time schedule, quality, consent, communication and O&M): an operational well-accepted asset by all stakeholders, built on time with no harm within the approved budget and quality level, ready for the planned duration of optimized operations and generation.
Key responsibilities and tasks
General:
- Accountable for health and safety (for Project resources, Contractors and sub-contractors).
- Ensure the provision of adequate resources to facilitate the achievement of Shareholders and Project health and safety objectives
- Build relationships widely with project partners, vendors, off-takers and relevant Government stakeholders including METI.
- Create and execute a country-level business plan for the production and/or the supply chain for to be imported green H2/MH3 produced globally, as well as the power generation out of green H2/MH3.
- Keep updated with relevant regulation and rapidly changing market in Japan
- Guarantee that all objectives for the project are being met (HSE, budget, financing execution, time schedule, quality, consent, communication and O&M preparation),
- Day-to-day management of the overall Project Company,
- Supervise the overall organisation of the project, and maintain the Project Execution Plan, in particular with respect to changes to the scope
- Controlling spending related to project execution and overseeing financial steering (capex and cash-flow, opex until Commercial Operation dates),
- Planning project communication (internal and external),
- Relations with territory (elected representatives, state services, local authorities, environmental associations, other local stakeholders)
- Management and coordination between the Services Providers of the Project,
- Take strategic decisions for the Project (industrial strategy choices, risk acceptance or transfer to the insurance market, etc.) except those that are the explicit responsibility of the PC Board,
- Ensure that major risks associated with the project are controlled, oversee the steering of internal control and preside over project reviews,
- Provide appropriate decisions proposals and reporting to PC Shareholders, lenders, the company groups, future operator, authorities and territory stakeholders
Development:
- Supervision of the Development aspects of the Project in order to ensure local and national project consent and reporting to the Development Steering Committee (IFC, ),
- Develop the project team, processes and tools to ensure preparedness for the next phases,
- Supervision of engineering matters, including technical design of the Project and technical investigations and studies for the characterisation of physical aspects,
- Ensure that maintainability, operability and constructability aspects are considered,
Execution:
- Supervision of the construction phase of the Project, its risks and opportunities and manages the risk contingency,
- Supervision of the implementation of the operation & maintenance strategy, and associated opex budget,
- Responsible for a proper hand over to the operating teams,

The ideal candidate shall possess;
- Bachelors degree in engineering, management or commerce or in another technical or related discipline
- a min 5+ years experience in the energy industry, particularly in roles investment and business development and/or project development functions in energy infrastructure and supply chain of green H2 and NH3. A successfully delivered project in the field is a plus.
- Demonstrated ability to form and drive new market strategies
- Strong business acumen with an ability to work with multidisciplinary project teams to assess the value, risks and returns of an opportunity, prioritise opportunities and maximise return on investment within acceptable risk profiles
- Professional and thorough approach to greenfield project development with a strong understanding of technical, financial, commercial, policy and regulatory deliverables
- Track record and experience of originating , developing, negotiating and delivering large scale supply chain projects or power generation projects, in decarbonization of thermal power plants utilizing green H2 and NH3 to completion will be highly regarded
- Strong teams approach and demonstrated ability to work in and lead cross-functional teams
- Tertiary level training in an analytical and problem solving related discipline
- Energy industry experience (in particular those that can show engagement at senior levels with energy markets stakeholders)
- Commercially and technically astute: the ability to analyse complex issues in relation to greenfield development and investment from both a commercial and technical perspective,
- Understanding of risk management and capable of identifying and analysing risk and opportunity implications
- Willingness to learn, develop self and others
- Excellent written and oral communication skills
- High degree of interpersonal skills and demonstrable relationship development and management track record

OVERALL ROLE
The Director Finance (the Role) reports to the Country Manager and exists to support the company Japan's mandate for investment into the Japanese electricity markets value chain (including but not limited to the long/short duration storage such as BESS and the pump storage hydro, green hydrogen and ammonia, and transmission).
In particular, the Role supports the Country Manager by:
- Leading the company finance function for the assessment and analysis of greenfield and brownfield investment opportunities (including structuring, debt and equity funding, tax, accounting, valuation, finance commercial);
- Using knowledge and experience to help shape (together with the rest of the Japanese team) market/investment/commercialization strategies and actively contribute to deal execution.
- Managing the interface with key financial stakeholders (governmental financiers, grants providers, debt and equity providers, external advisors)
- Managing BAU finance activities for the company (including budgeting, planning, forecasting and reporting).
The Role will also support the Financial Department of the APAC region and more generally the International Division, managing the relationship with Japanese financial institutions such as JBIC and NEXIS, and Japanese commercial banks when relevant.
KEY RESPONSIBILITIES AND TASKS
Financial Leadership in respect of investment opportunities
- Lead the finance function for the assessment and analysis of brownfield and greenfield opportunities (including structuring, debt and equity funding, tax, accounting, valuation, finance commercial);
- Use knowledge of energy and financial markets and the relevant regulations to help shape market/investment/commercialization strategies.
- Lead the arrangement of debt and equity funding for projects;
- Lead the negotiation of commercial arrangements from a finance perspective to support investment opportunities (greenfield, brownfield, PPP, lending);
- Providing deep commercial and cross-functional expertise to greenfield and brownfield opportunity development;
- Take a leading role on transactional/development management throughout the opportunity life-cycle;
- Support, lead and be a key member of project teams as required from a finance perspective (including in developing strategy, conducting due diligence, preparing bids, leading negotiations and developing relevant documentation);
- Assist with the development of internal investment approval documents (i.e. strategic assessments, valuations, business cases) to support approval frameworks;
- Develop presentations, documents and communications materials for internal and external stakeholders;
- Oversee, coordinate and provide guidance on the work carried out by other work streams in support of investment opportunities;
- Develop analytical tools to assist with analysis and decision-making processes;
Financial Leadership of business as usual finance activities:
- Manage BAU finance activities for the company in Japan (including budgeting, planning, forecasting and reporting). These tasks shall be temporary only and assigned to a new position during the year 2024.
Stakeholder Management: Actively manage internal and external stakeholders relevant to the job purpose
- Present to industry groups, government, conferences and elsewhere as part of opportunity development and advocacy for opportunities;
- Proactively maintain relationships with the market and relevant stakeholders;
- Establish relationship and negotiate key agreements with Japanese financial institutions such as JBIC and NEXIS, primarily for the activities for the company, and when relevant also for the activities of the APAC region and more generally the International Division;
- Demonstrate deep understanding of the energy market and develop strong working relationships with existing and potential customers, partners, financiers and other stakeholders;
- Work closely with other members of team and external consultants to align market intelligence, generate and execute opportunities;
- Build and promote the company brand as a clean, renewable, decarbonization development and solutions provider and investor in Japan

The ideal candidate shall possess;
- Bachelors degree level qualifications in accounting, finance, economics or commerce is essential
- CA/CPA/CFA Qualification preferred (not mandatory) or equivalent experience and understanding in the scope.
- Post Graduate study well regarded.
- 10+ years providing finance leadership in respect of new infrastructure development and investment, preferable in the energy industry (e.g. project finance banking, PPP, financial advisory, other lending, infrastructure funds management)
- Comfortable managing multiple finance workstreams across a range of new investment and greenfield development deliverables (tax, accounting, funding, valuation,
structuring, finance commercial)
- Demonstrated ability in leading financial analysis and corporate finance.
- Demonstrated experience with debt and equity raising
- Comfortable managing business as usual finance deliverables (including budgeting, planning, forecasting and reporting)
- Tertiary level training in an analytical and problem-solving related discipline
- Energy industry experience highly desirable (in particular those that can show engagement at senior levels with energy markets stakeholders)
- Experience in discounted cashflow and valuation modeling, infrastructure lending (or managing teams or consultants that do so)
- Commercially astute, possessing strong analytical and commercial skills in relation to complex issues and be capable of identifying and analyzing risk and opportunity implications
